What’s the difference between hoarding and being prudent?

Walked into Tesco Lotus (a hypermarket) intending to buy a bag of 10 instant noodles and fresh greens. Soon as I arrived I saw Tesco was busy like the day before a long holiday, but knew there was no holiday coming. Noticed food and water made up most of the shopping cart contents, then noticed some empty shelves and bins.

Didn’t take long to realize people were stocking up because central Thailand has been hammered by floods and the rising water is headed for Bangkok. Hua Hin will not flood but the distribution centers that supply us may. Walked out with a 4 times the food I had planned to buy, all dried or canned except for the greens. When the people who have been here longer than me are stocking up on food and water that struck me as a bad time to be optimistic.

Yesterday the Bangkok Post reported Inner areas of Bangkok will probably escape being flooded provided everybody does their part in keeping the situation under close watch, Prime Minister Yingluck Shinawatra said on Wednesday.
